Issue: Missing chat app in the site of Comune di Milano (as well in all governmental websites)

Solution: Add it. It is very simple. It takes one second for anyone to add it. Like when you add a new app on your iPh. It is worth and necessary to add it for several reasons:

A. a staff cannot reply to five or ten people just with one phone. whereas, with the chat it is possible. 

B. conversations can be recorded and re-read. 

C. not every citizen can make calls from the phone. there are deaf people as well. 

D. Meets the EAA (European Accessibility Act) requirements
